How to read an HTS code

A US HTS code is 10 digits, read in layers. Take 6109.10.00.04 — a plain white cotton T-shirt:

  • 61 — Chapter (knitted apparel)
  • 6109 — Heading (T-shirts, singlets and similar garments)
  • 6109.10 — Subheading (of cotton) — the international 6-digit HS code
  • 6109.10.00 — US tariff line — this is where the duty rate (16.5%) is set
  • 6109.10.00.04 — Statistical suffix (all-white, short-sleeve breakout) for trade data

An HTS (Harmonized Tariff Schedule) code is the number US Customs uses to classify an imported product and set its duty rate. Every product entering the US must be declared under an HTS code; that code — combined with the country of origin — determines what you owe.
How many digits is a US HTS code?
Ten. The first 6 digits are the international HS (Harmonized System) code shared by ~200 countries; digits 7-8 are the US tariff subheading that sets the duty rate; digits 9-10 are a statistical suffix for trade data. The duty rate is generally set at the 8-digit level.
Is the HTS code the same as the HS code?
The first 6 digits are identical — that's the global HS code. The US extends it to 10 digits (the HTS) for its own duty and statistical detail. So every HTS code contains an HS code, but not vice versa.
Where do these duty rates come from?
The rates here are the general (MFN / column-1) duty rates published in the official 2026 US Harmonized Tariff Schedule by the USITC — all 13,776 rate-bearing tariff lines. "Free" means a 0% base rate.
The rate shown is lower than what I was actually billed — why?
The HTS general rate is only the base. In 2026 several layers stack on top depending on origin: Section 301 tariffs on Chinese goods, Section 232 on steel/aluminum and derivatives, the 10% base reciprocal tariff, and any AD/CVD orders.
