Since July 1, 2026, imports of machinery from Belgium trade under the EU-US deal's 15% all-inclusive ceiling — the MFN base does not stack on top, and products whose MFN rate is already 15% or higher pay MFN only. This succeeded the 10% Section 122 tariff (in effect February 24 through June 30, 2026), which had replaced the IEEPA reciprocal tariff struck down by the Supreme Court on February 20, 2026.
The 15% deal rate is durable: it stems from the EU-US agreement adopted by the Council of the EU on June 25, 2026, not from the 150-day Section 122 authority that expired July 24, 2026 for other countries. In exchange, the EU eliminated its duties on US industrial goods as of July 1, 2026.
Machinery (HTS Chapter 84) carry an average MFN duty rate of 2%, which is absorbed into — not added on top of — the EU deal's 15% all-inclusive ceiling. No additional Section 232 or Section 301 surcharges apply to most products in this category from Belgium.
