Portugal Tariff Rates 2026: 15% on US Imports

Updated 2026-07-24
Effective Rate
15%20%

As of 2026-07-24, US imports from Portugal carry an effective tariff of about 15%. This is the 15% all-inclusive ceiling under the EU-US trade deal, effective July 1, 2026 โ€” it replaced the 10% Section 122 rate and does not stack: goods with an MFN rate of 15% or more pay MFN only, with Section 232 metals tariffs of 50% on steel and 50% on aluminum charged separately (metals sit outside the 15% ceiling). Autos from Portugal are now 15% (down from 27.5%), and pharmaceuticals and semiconductors are capped at 15%. The rate fell from 20% after the Supreme Court struck down the IEEPA tariffs in February 2026, so importers who paid the higher rate between April 2025 and February 2026 may qualify for refunds. The earlier 10% Section 122 tariff (in effect Feb 24 โ€“ June 30, 2026 for EU goods) no longer applies to EU-origin goods โ€” it was superseded by the EU-US deal on July 1, 2026, and nationwide it expired at its 150-day limit on July 24, 2026.

Portugal Import Tariff Overview

As an EU member, Portugal is covered by the US-EU trade deal effective July 1, 2026, setting a 15% all-inclusive tariff ceiling on most Portuguese-origin goods. The ceiling replaced the earlier 10% Section 122 reciprocal rate, with no additional stacking โ€” goods whose MFN rate is 15% or higher pay MFN only.

US-Portugal trade operates under the EU's common commercial policy, so the US-EU agreement governs terms rather than any bilateral arrangement. Portugal's US-facing exports are led by distinctive consumer and agricultural goods โ€” cork, footwear, and wine โ€” alongside machinery, giving it a different profile from its larger EU neighbors.

Key Products Imported from Portugal

The US imports cork and cork products (Portugal is the world's leading cork producer), footwear, wine including port, textiles and apparel, olive oil, tomato paste, and machinery from Portugal.

Recent Changes

The US-EU deal took effect July 1, 2026, capping most Portuguese goods at 15% all-inclusive and replacing the 10% Section 122 rate. Under the deal, cork is scheduled to move to MFN-only treatment on September 1, 2026. Steel and aluminum remain at 50% Section 232, outside the ceiling. The $800 de minimis exemption is eliminated for all countries. Importers who paid the pre-SCOTUS 20% IEEPA reciprocal rate in 2025 may qualify for CAPE refunds.

Tips for Importers

The 15% figure is an all-inclusive ceiling: low-MFN goods are topped up to 15%, while goods with MFN at or above 15% pay MFN only โ€” verify the base MFN rate first. Cork importers should track the September 1, 2026 shift to MFN-only treatment, which changes the calculation for that category. Wine and olive oil carry their own MFN duties within the ceiling; confirm classification and review CAPE refund eligibility for 2025 IEEPA duties.

How Are US Tariffs on Portugal Imports Calculated?

US import duties on goods from Portugal are determined by multiple overlapping tariff authorities. The base layer is the EU-US trade dealโ€™s 15% all-inclusive ceiling, effective July 1, 2026, which replaced the 10% Section 122 rate for EU members. It does not stack: goods with an MFN rate of 15% or higher pay MFN only, while lower-MFN goods pay 15% total. Autos are 15% (down from 27.5%), and pharmaceuticals and semiconductors are capped at 15%. Section 232 tariffs of 50% on steel and 50% on aluminum apply to metals imports, outside the EU deal's 15% ceiling.

You can also compare Portugal rates with other countries to evaluate sourcing alternatives.

Already importing from Portugal? If you paid the higher pre-SCOTUS IEEPA rate in 2025, you may be able to claim an IEEPA tariff refund. And if you re-export or manufacture with imported goods, duty drawback can recover up to 99% of the duties you paid โ€” both are separate from the rates above.

Frequently Asked Questions

Is there a tariff on goods from Portugal?
Most Portuguese-origin goods are subject to the US-EU deal's 15% all-inclusive ceiling effective July 1, 2026. Goods with an MFN rate at or above 15% pay MFN only; lower-MFN goods are topped up to 15%.
How is Portuguese cork taxed after the EU deal?
Cork initially falls under the 15% ceiling, but under the US-EU deal it is scheduled to move to MFN-only treatment on September 1, 2026, which for most cork tariff lines is a low or zero base rate.
Does the EU deal cover Portuguese wine and footwear?
Yes, both are covered by the 15% all-inclusive ceiling. Wine and footwear carry their own MFN duties, and the deal tops the total up to 15% only where the MFN rate is below that level.
