Section 338 Tariffs on Canadian Goods
The October 23, 2026 proclamation changes which Canadian products take the additional 50% Section 338 duty. It does not create a new rate. Twenty-two 8-digit lines come off. One hundred go on. The change applies to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern time on October 30, 2026.
Duty
50%
Additional ad valorem duty. Same rate as Proclamation 11048.
Lines off / on
22 / 100
Annex I Part A off, Part B on. Effective 2026-10-30.
USMCA
No exemption
A certificate of origin does not remove the 50% layer.
What the proclamation says
“certain products of Canada, as set forth in Annex I, Part A to this proclamation, imported into the United States shall no longer be subject to the additional ad valorem duty of 50 percent imposed pursuant to Proclamation 11048, as amended.”
“certain products of Canada, as set forth in Annex I, Part B to this proclamation, imported into the United States shall be subject to the additional ad valorem duty of 50 percent imposed pursuant to Proclamation 11048, as amended.”
“These changes shall be effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern time on October 30, 2026.”
“The duties imposed pursuant to Proclamation 11048, as amended, and as modified in this proclamation, shall apply in addition to duties imposed pursuant to section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862).”
The 50% duty stacks on Section 232. It is not a substitute for it. The aircraft sentence in Annex I is: “A 50% ad valorem Section 338 tariff shall apply to the following articles of Canada, unless they are articles of civil aircraft or aircraft parts that meet the criteria of General Note 6 of the HTSUS.” The duty calculator does not apply that General Note 6 civil-aircraft exception.
A USMCA claim can zero Column 1 on a qualifying good and still leaves this 50% layer. That is the rule already used in the calculator for these October 30 lines, and the same USMCA limit described in the August 2026 Canada Section 338 guide.

100 lines added (Annex I Part B)
An 8-digit line, and a longer statistical suffix of it, takes the 50% duty. A shorter heading does not. A linked code has an HTS page on this site.
