Hong Kong-origin goods are treated as Chinese origin by the US, so they carry the same tariffs as mainland China โ the 12.5%-tier Section 301 forced-labor tariff that replaced Section 122 on July 24, 2026, plus existing Section 301 China duties (25-100%) and Section 232 metals (50%). Hong Kong is not a lower-tariff route into the US: since 2020 it has no separate customs status.
Executive Order 13936 (July 2020) suspended Hong Kong's differential treatment under US law, ending the separate status it held as a free port distinct from mainland China. Since then, US Customs requires Hong Kong-origin goods to be marked "China" and assesses them at Chinese-origin tariff rates, including Section 301. Hong Kong itself is one of the world's largest re-export and transshipment hubs with almost no domestic manufacturing, so most goods shipped from Hong Kong actually originate elsewhere โ and US duty always follows the true country of origin, not the port of shipment.

Goods shipped from Hong Kong are concentrated in jewelry and precious metals (notably gold), electronics and electrical machinery, optical and precision instruments, and watches. Because Hong Kong is an entrepรดt, a large share is re-exported product of mainland-China or third-country origin rather than genuinely Hong Kong-made.
