Belarus Import Tariff Overview

The tariff engine shows a 10% base layer for Belarus, but that figure is largely theoretical: Belarus lost Permanent Normal Trade Relations (PNTR) in 2022 and its goods are assessed at the far higher Column 2 (non-NTR) HTS rates, on top of comprehensive US sanctions that block or license most imports. Treat any headline reciprocal rate as a floor, not the effective duty.

The US suspended normal trade relations with Belarus alongside Russia following the 2022 invasion of Ukraine, moving Belarusian goods to Column 2 duty rates that are dramatically higher than standard MFN. Layered on top are OFAC sanctions targeting Belarusian state enterprises, the potash and petroleum sectors, and named individuals. There is no US-Belarus free trade agreement, and bilateral goods trade has collapsed to a small fraction of pre-2022 levels.

Historically the US imported potassium fertilizers (potash), refined petroleum products, nitrogen fertilizers, wood and wood products, and some machinery and metal goods from Belarus. Belaruskali is one of the world's largest potash producers, but its exports to the US are now sanctioned and effectively curtailed.

As of July 24, 2026 the expired Section 122 reciprocal tariff was replaced by the Section 301 forced-labor base layer (10% standard) for ordinary trading partners, but Belarus's Column 2 status and sanctions override that framework for most goods. The Feb 20, 2026 SCOTUS ruling that struck down IEEPA reciprocal tariffs and created the $166B refund pool does not lift Belarus sanctions, which are administered separately by OFAC and BIS. De minimis ($800) is eliminated for all countries, including Belarus.
