Harmonized Tariff Schedule of the United States (HTSUS)

The HTSUS is the official legal reference book that lists every product that can be imported into the United States and the exact duty rate each one carries. It is published and maintained by the U.S. International Trade Commission (USITC) at hts.usitc.gov and enforced at the border by Customs and Border Protection (CBP). The schedule is organized into 99 chapters (Chapter 77 is reserved), and each product is assigned a 10-digit code; the duty columns show a General (Column 1) rate for normal-trade-relations partners and a Column 2 rate for a handful of sanctioned countries. For example, a men's knitted cotton sweater classifies under HTSUS 6110.20.2079 at a 16.5% General rate. It matters because the code you select determines not just the base duty but whether Section 232, Section 301, and other layers stack on top — and the importer of record, not CBP, is legally responsible for getting it right.
