Chapter 99 of the Harmonized Tariff Schedule holds temporary and special US tariff provisions rather than product categories — it is where the trade-remedy surcharges live. The Section 301, Section 232, and reciprocal-tariff measures are administered through Chapter 99 subheadings (the '9903.xx.xx' codes) that an importer must declare on the entry alongside the product's regular HTS code. Example: a Chinese lithium battery is entered under its Chapter 85 product code AND a 9903 code that adds the Section 301 duty. It matters because brokers and importers reconcile exactly which 9903 codes applied to an entry to confirm what was charged — and to identify overpaid trade-remedy duties.
