Russia Import Tariff Overview
Russia is a special case: the tariff engine shows a nominal 10% base reciprocal layer, but in practice Russia lost Permanent Normal Trade Relations in 2022 and its goods are dutied at the much higher Column 2 rates, on top of comprehensive US sanctions and import bans. Following the 2022 invasion of Ukraine, Congress suspended normal trade relations with Russia, moving its goods to the punitive Column 2 tariff column, and the US imposed sweeping OFAC sanctions plus import bans on energy, gold, seafood, and other categories. Bilateral trade has collapsed to a fraction of prior levels. There is no free trade agreement, and the reciprocal base layer is largely academic given the sanctions regime.
Key Products Imported from Russia
Historically the US imported fertilizers, palladium and other platinum-group metals, enriched uranium, semi-finished steel and aluminum, and seafood from Russia, but many of these are now banned or sharply curtailed. Fertilizers and certain critical minerals continue in limited, licensed volumes where humanitarian or supply-security exceptions apply.

The 10% Section 122 surcharge and the July 24, 2026 transition to the Section 301 forced-labor tariff are largely moot for Russia because Column 2 rates and comprehensive sanctions govern actual entry. The $800 de minimis threshold is eliminated for all countries. OFAC sanctions and BIS export controls continue to expand, and importers should verify current designations before attempting any Russian-origin transaction.
