Mexico is the largest source of auto parts imports to the United States, and qualifying goods enter at 0% duty under USMCA. This makes Mexico the most tariff-advantaged source for automotive components.

USMCA qualification for auto parts requires 75% regional value content (North American content from US, Mexico, or Canada). Additionally, 70% of steel and aluminum used must originate in North America, and 40-45% of auto content must be made by workers earning at least $16/hour (the labor value content requirement).

Parts that fail to meet USMCA rules of origin face the 25% Section 232 auto tariff. This is a significant penalty — the difference between 0% and 25% on a typical auto parts order worth $500,000 is $125,000 in duties.

Mexico's auto parts industry is deeply integrated with US automakers. Major US, Japanese, and German manufacturers operate extensive parts production in Mexico. Key exports include engines and engine parts, wiring harnesses, transmissions, body stampings, brake systems, and electronic control units. Mexico exported approximately $115 billion in auto parts to the US in 2025.

The anti-stacking rule is important: goods subject to the Section 232 automobile tariff are NOT also subject to the Section 122 tariff. This means non-qualifying auto parts pay 25% Section 232 only (not 25% + 10% = 35%).

For importers sourcing auto parts from Mexico, USMCA compliance documentation is critical. Maintain certificates of origin, bills of materials, and production records. CBP audits of automotive USMCA claims have increased significantly since 2024.

The USMCA joint review is scheduled for July 2026 and may modify automotive rules of origin, particularly for EV components and batteries.

Frequently Asked Questions

Are auto parts from Mexico duty-free?
Yes, if they meet USMCA rules of origin (75% North American content, steel/aluminum sourcing, and labor value requirements). Non-qualifying parts face 25% Section 232.
What is the Section 232 auto tariff for Mexico?
Non-USMCA-qualifying auto parts face 25% Section 232. However, the anti-stacking rule means they don't also pay the 10% Section 122 tariff — it's 25% total, not 35%.
What auto parts does Mexico export to the US?
Engines, wiring harnesses, transmissions, body stampings, brake systems, electronic control units, seats, and lighting. Mexico is the #1 source of US auto parts imports at ~$115B/year.
